The present proposal is the result of the emergency situation in which some Units of the Federal University of Rio de Janeiro pass after the fire that affected about 4000 people who spend every day and the demand for "modernization" of the infrastructure of other Academic Units of the UFRJ with a large daily floating population. This proposal can be applied and adapted to several units of the UFRJ that might need a process of adaptation to the standards of the building infrastructure.

The initial concept of floating and roaming emergency shelter allows not only academic programs but of any other low-cost nature; and can be easily moved to the next emergency site and assembled quickly, thanks to container donations and its easy fit, such as siding openings to fit the program. These subsidies would avoid the cost of renting or purchasing prefabricated modules. We will use pallets, which requires to make them can not be used in the project: brise-soleil, chairs, tables, stands, places of guard, ground, acoustic insulation (connecting the insulating material in the pallet "sandwich"), Etc. Attached to these breezes we have small vases with climbing plants, so that when the system is relocated, vegetation will already be present in the project. In order to reduce the thermal load inside the containers, we will use thermal containers on which we will place photovoltaic cells. If necessary, we will place the external air conditioning unit between the roof of the container and the photovoltaic cells. If possible, we will not use frames to reduce the cost, but we will put screens so that there is no invasion of local wildlife. Any element generating noise in the project will receive a pallet envelope + acoustic protection.
In order to minimize the cost, the visual programming will be applied directly with paint, the circulations will be protected from the weather by the parameters removed from the containers and the whole project will be realized with accessories to facilitate its later use in another program temporary emergency. It was decided to streamline traffic as much as possible and to provide only two floors to eliminate the need for elevators. Keep in mind that ramps and stairs can only be reused in a new project location. The proposal for this example is located on the car park adjoining the project of the building of the Faculty of Architecture and Urban Planning of the famous architect Jorge Machado Moreira at the University City on Fundão Island. We chose to put it on the car park because it is a "clean" land, and because of the unevenness of the ground, we placed the containers on a metal screen and it is placed on concrete sleepers from demolitions or other works. Containers must be adjusted to the same level. Remember that could initially occupy these containers: the Faculty of Architecture and Urbanism (FAU), the School of Fine Arts (EBA), the Rectorate of the Federal University of Rio de Janeiro, the Institute of Urban and Regional Planning (IPPUR), the Decania of the Center for Letters and Arts, Information and Communication Technology (TIC), in short, all were affected by the fire. To cope with the emergency situation, it is important to remember that the entire container system can be prepared in a short time. Remember that co-live the construction of the following units: College of Architecture and Urbanism, School of Fine Arts, Rectorate of the Federal University of Rio de Janeiro, Institute of Urban and Regional Planning, Center of Letters and Arts, and Information and Communication Technology. The new parking space is planned on the south-east facade, in the part where there is only the lawn currently. We preserve the existing trees in the current parking lot and access to emergency situations near the building by a road currently unused. In the building where the fire occurred, the following emergency works are required: electricity, substation, structured cabling, hydraulics, sewerage, structural recovery, complete recovery of the Burle Marx landscaping gardens, setting in place fire ladders in accordance with the legislation in force. Although this work does not end, the building remains occupied on the ground floor, on the mezzanine floor, on the third and fourth floors and in the remaining buildings. In common areas, halls and large circulations, a system of screens is also provided, made by pallets, so that presentations of works and exhibitions can be made. The goal of the project is to achieve a minimum cost while offering the diversity of possibilities of use in case of emergency or other situations. This project was prepared by University students and directed by professors and technicians from the same institution.
